Mauritius Added to UK’s Expanded Dual-Use Export Licence: What Are the Proliferation Financing Implications?

Mauritius Added to UK’s Expanded Dual-Use Export Licence: What Are the Proliferation Financing Implications?

On 14 October 2026, the UK announced the expansion of its Dual-Use Open General Export Licence (OGEL), adding Mauritius to the list of eligible destinations.

The licence facilitates exports of specified dual-use goods and technologies, including certain aviation, maritime, IT, semiconductor and quantum technologies, subject to applicable conditions.

This development comes shortly after Mauritius completed its first Proliferation Financing National Risk Assessment (PF NRA), which assessed the country’s overall PF risk as Medium.

🔎 Why is this significant?

The PF NRA identified several potential threats, including:
🔹 Procurement of dual-use goods.
🔹 Trade with high-risk jurisdictions.
🔹 Ship-to-ship transfers.
🔹 Exposure to UN-designated persons and entities.

Dual-use goods are particularly relevant because they can have legitimate commercial applications while potentially being diverted for prohibited purposes.

The expansion of trade opportunities does not remove the need for effective PF risk management.

For reporting persons, this raises some practical questions:
✅ Does your Business Risk Assessment adequately consider exposure to dual-use goods and international trade?
✅ Do your customer due diligence procedures consider the nature of goods traded, counterparties and end-users where relevant?
✅ Are your sanctions screening and transaction-monitoring controls capable of identifying potential PF red flags?
✅ Have the findings of Mauritius’s PF NRA been considered when reviewing your AML/CFT/CPF policies and procedures?

💡 Understanding PF risks requires looking beyond sanctions lists and considering the underlying commercial activities and transactions.

What should reporting persons do next?

Review your Business Risk Assessment and AML/CFT/CPF framework against the findings of Mauritius’s PF NRA, particularly where your activities involve international trade or potential exposure to dual-use goods.

At Acrion Ltd, we assist organisations in assessing their ML/TF/PF risks, reviewing AML/CFT/CPF frameworks and independently testing the effectiveness of compliance controls.
